Hajj and Pilgrimage Organization of Iran

The Hajj and Pilgrimage Organization is an "independent state agency" affiliated with the Ministry of Culture and Islamic Guidance responsible for conducting and monitoring pilgrimage trips to Hajj, Umrah and pilgrimage to Iraq and Syria shrines.

Organizational Main Goals:

Policy making, monitoring, guidance and administration of Hajj and pilgrimage affairs as well as communication with Islamic countries and International Islamic Associations on the Pilgrimage and recognizing the nature and dimensions of the Hajj to the pilgrims.

Duties of the Organization:

1. Fulfill all the orders and guidance of the Supreme Leader;
2. Develop pilgrimage strategies, policies, and practices for pilgrimage to be presented to the High Council and other relevant authorities;
3. Manage the affairs of Hajj and pilgrimage to holy places and places of worship by the use of faithful and trained human resources and utilizing the latest information technologies;
4. Conduct research and provide information on cultural, social, service, welfare and other pilgrimage related issues as well as pilgrims surveys and evaluation of the performance of various governmental and non-governmental organizations, institutions and departments involved, and the preparation of reports required to submit to relevant authorities;
5. Establish communication and coordination with organizations, bodies and institutions responsible for Hajj and pilgrimage affairs;
6. Plan and action to improve the level of skill, knowledge and religious insight of pilgrims and in particular, caravan and guide officials, as well as overseeing and their performance;
7. Review, issue and revoke the activities of the pilgrimage offices and pilgrimage caravans on the basis of relevant instructions and legal treatment of unauthorized natural and legal persons operating outside the rules of the Hajj and Pilgrimage Organization of Iran;
8. Strive to maintain the dignity and rights of Iranian pilgrims abroad and to take action regarding complaints and enforcements of the Supreme Council of Hajj and Pilgrimage and other legal authorities;
9. Supervise the proper implementation of pilgrimage programs in the countries of Saudi Arabia, Iraq and Syria;
10.  Communicate with the relevant authorities of Saudi Arabia, Iraq and Syria in cooperation with and coordinate with the State Department's representatives in the aforementioned countries to pursue the issues of pilgrimage and Iranian pilgrims;
11. Organize the affairs of Iranian pilgrims residing abroad and overseeing its proper implementation;
12. Plan for the expansion and diversification of Hajj pilgrims health and medical services;
13. Studying strategies for using non-governmental resources and facilities in the fields of Hajj and pilgrimage;
14. Performing other duties that will be assigned by the organization in accordance with the laws and regulations.
